The PSMSAN II was on the Cabinet menu

BUJUMBURA May 30th (ABP) – The Cabinet met on Wednesday under the chairmanship of the Head of State, Mr. Pierre Nkurunziza, with seven items on the agenda, including among others the file relating to the Multi-sectoral Strategic Plan for food and nutritional security, second generation (PSMSAN II), presented by the services of the 2nd Deputy Presidency of the Republic, according to the press release from the General Secretariat of the Government.

That press release indicates that malnutrition is a multi-sectoral problem which requires a multi-sectoral response. To better channel efforts, the government has put in place organizational structures to strengthen multi-sectoral coordination at all levels. In addition, it has proved essential to develop powerful coordination tools, in order to bring all the stakeholders together around a common framework of actions for better synergy, hence the development of the PSMSAN II. The general objective is to increase diversified agricultural production and guarantee food and nutritional security for the well-being of the Burundian people. The press release said that the Cabinet had already analyzed that file, but had noted that certain indicators needed to be corrected and had returned it to the services of the 2nd Deputy Presidency of the Republic to be reworked. After analyzing the reworked document, the Cabinet found it to be in conformity with the guidelines which had been given and adopted it.

Among the other points analyzed is also the bill ministerial ordinance harmonizing the remuneration of managers and staff of projects funded by technical and financial partners, presented by the Minister in charge of Finance. The press release indicates that within the framework of the sound and effective management of the projects financed by the technical and financial partners, and after the observation of the disparities at the level of remunerations and other operating costs in those projects, the ministry in charge of Finances, in his quality as chief authorizing officer of all State expenditure, decided to set up a grid harmonizing the remuneration and other operating costs of the managers of said projects.

The objective is to allow the stabilization of staff movements within those projects. Note that the remuneration of the staff of all those projects will be countersigned by the Minister in charge of Finance. In addition, the vehicles of those projects must only be used for service trips. After hours, all vehicles must be parked in the project premises. After discussions and debates, the Cabinet noted that the project needed to be enriched and set up a team which will rework it and bring it back to the Cabinet within two weeks.
